Referral

Referral is a part of the legislative process. After a bill or resolution is introduced it is normally referred to the committee having jurisdiction over the subject of the bill. In the Senate referrals are generally made to the committee with jurisdiction over the predominant subject matter in the bill or resolution, but measures may be referred to more than one committee by unanimous consent.
