Exceptions to lobbying are actions excluded from the definition of lobbying contained in section 501(h) of the tax code and do not create taxable expenditures. These exceptions include the following: nonpartisan analysis, study or research; requests for technical advice and assistance; self-defense; and examinations and discussions of broad social and economic issues.
